Every non-democratic political regime has some organizations responsible for gathering and supplying information to the policy makers for its duty of guaranteeing the security of the state and of its elites. During the periods of transition to the democracy these organizations charge great autonomy before the weakness of the political apparatus. Thus they are who finally orient the course that should take the state and they transmuted into another political actor of the democracy transition period. The present article intends to detail how in the breast of the Spanish Administration arises an agency of this kind and how it behaves according to this pattern since 1968 until 1982, at the same time that the Spanish democracy lives its process of birth and consolidation. This article is based on testimonies of the members of the intelligence services and policy makers of that epoch interviewed by the author.
