Abstract

Although the concept of Integrated Water Resources Management (IWRM) has been internationally as the direction to which the entire policy of the texts should be aspired, in practice it can be seen that this purpose stems from reality. In this sense, the work presented is aimed at analyzing the institutional policy of Andalusia in relation to aquatic ecosystems and their services in terms of governance. For this purpose, five elements have been seen that are fundamental for the study and understanding of all public policy: regulations, competencies and institutions, instruments, participation and information. From this analysis it is clear what are the weaknesses and strengths of its policy and at what stage of the process is the Autonomous Community. Finally, some options exist to achieve efficient, equitable and sustainable development and management of increasingly limited water resources and to address the ever‐growing demands.
