Abstract

After a brief reference to the constitutional framework and state legislation on archives, which emphasizes the complex distribution of competencies and the difficulties of articulating a genuine National Archives System, the work focuses on the legislation of the Autonomous Communities, and in the two stages that are commonly differentiated, highlighting the difficulties of the second generation laws to achieve their effectiveness and, even less, to excitethe professionals of the sector, to a great extent disenchanted with so many defaults.
