The Chambers of Commerce are the most important type of multi-sector business organizations in all around the world. They differ from other business groups -such as sector associations and trade associations, due to three characteristics: they are non profit associations, they serve to different sectors within a specific area (city, province, State), and they are self-managed. On the other hand, every Chamber has a double mission, which consists of providing services to its members, as well as advising and influencing the governments for creating a favourable business environment. To the extent to which they can achieve both these tasks, their members consider them as essentials or not. Therefore, the type of business organization model each country decides to implement will have a strong impact on its political and economical management. In this paper we provide a brief review of the evolution of the regulation which has ruled the roles and resources of this type of institutions �key in the Spanish economy, and we focus on the study of the case of Chamber of Commerce, Industry and Navigation of the Campo de Gibraltar, and particularly, the process of change in the management based on the philosophy of the Balanced Scorecard.
