Abstract

The evolution of the Public Administration from a bureaucratized concept, organized inside a hierarchy, towards an agile Administration, which interacts and learns to learn, is determined by the application of formation politics that have allowed to add value to the Administration actions and has become one of the most effective investments that a Public Administration should execute. The study of the relationship between formation and the role of directives, just as the economic crises, budget cuts and how to reinforce the role of formation of civil servants in these times is the object of this study.
