Abstract

The interest of this dissertation is limited to the theoretical and historical discussion of the populist state, derived in its emergence in Latin America of the welfare state, by its clientelist features and the tendencies of the social policies that it has promoted. The characterization that is carried out is the product of the bibliographic and documentary review, through which it is concluded, in general terms there is a sui generis deviation in the application of the state-populist and management of the policies that are administered in America Latin, affecting democratic performance and the universalization of the content of social policy.
