Resumo

European institutions have highlighted the importance of good governance and the need for the close collaboration of regional and local authorities in the design and implementation of community strategies. Therefore, the integration of the principles that preside over the so-called "Multilevel Governance" has been promoted and, among them, the application of an integrated territorial approach that guarantees the effectiveness of the policies with territorial repercussion. However, reality has shown that this multilevel governance does not apply to all policies of the Union, and when applied, it is seldom done in a homogeneous or symmetrical manner. In this sense, the objective of our study focuses on analyzing the concept of multilevel governance and its projection through the Integrated Maritime Policy of the European Union, since this is one of the few examples that exist, at European level, of a attempt of common approach of several sectoral policies.
