Abstract

This study analyzes flood risk in six beach restaurants located in the Bay of Cadiz, namely at Vistahermosa and Valdelagrana beaches (El Puerto de Santa María) and La Victoria beach (Cádiz). The new legal framework, represented by the new Shores Act recently approved, allows transmission of competences for authorization of occupation of the coastal public domain (DPMT) to municipalities, and extends concession periods from 5 to 14 years. The aforementioned beach restaurants will be open during the winter period, thus being exposed to coastal storm impacts and greatly increasing the risk of flooding for the concession period. Empirical flood models have been applied based on hindcast data from the HIPOCAS project, and the results obtained are fully comparable to the flooding caused by storms occurred in November 2014. Based on this, the location of the restaurants and the concession periods are discussed according to the potential damage that they could suffer.
