Abstract

This article analyzes the methodological, conceptual and dogmatic bases of the theory of intergovernmental relations based on the referential work of Deil S. Wright: Understanding of intergovernmental relations. Next, it projects these bases to the Ibero-American context, taking into account the requirements of comparative Constitutional Law, the circumstances of each State, their respective constitutional realities and an acceptable constitutional dogmatic, as a necessary premise to configure and integrate a demanding theory on intergovernmental relations. Once the aforementioned bases have been established and applied to the Ibero-American context, its possible legal and political applicability in future is analyzed in combination with the contributions of constitutional functionalism, political and legal personalism, and the theory of state and supra-state integration. With the useful learning that the North American and European experiences suppose, these theoretical categories already illuminate the ways of Iberoamerica
