Abstract

The evaluation of programmes and public policies has been developed since the middle of the 20th Century and, nowadays, diverse theoretical and methodological approaches coexist. This article presents the theory of change evaluation as an evaluative approach versus the classical model oriented by criteria or summative judgments. Based on the design of the theory of change of the Child Friendly Cities Program of UNICEF-Spanish Committee, the implications, potential and limitations of this evaluative approach are explored. Specifically, comparing to the criteria evaluation model, we reflect on how to evaluate based on the theory of change; why it is useful to use this evaluative approach; and for whom it seems more appropriate
