Abstract
The citizen participation in social affairs of their community shape the set of principles and values thatshape the rule of law and democratic systemTo be involved Personally in the problems and incommon projects imply a personal development anda sense of identity with the social environment is essential to the feeling of wellbeing.That is why to that effect the law 7 / 2001 is an attemptto implement voluntary and organized participation ofcitizens, established in Article 9.2 of the Spanish Constitution and 12.1 of the Statute of Autonomy for Andalusia. In this social context, local governments playa fundamental role because is the system closest tothe citizens. Within the powers conferred by this Law,the municipalities, according to art.20, will develop anumber of specific functions and among them appearsto: “Facilitate to people and institutions that developvoluntary actions at the local scope, the technical assistance mechanisms, training and information ... “.We can consider that the natural way to integrate intothe World associative, prior to these Volunteer Services, has had a different character. The origin of thepeople involved in volunteering has been marked byan active character in youth movements. Today theseservices open the door to every citizen who wishesto devote his time to this activity, young and not soyoung.
