El nuevo reglamento de la conferencia de presidentes en EspañaOrden TER/257/2022

Abstract

This article describes and analyzes the opportunity, the regulatory innovation of its contents and the foreseeable future application of the Regulations of the Conference of Presidents of 2022, including: a) Its legal nature and background of the aforementioned Regulations; b) the definition and legal nature of the Conference of Presidents itself as the highest body of political cooperation: c) the legal regime and activity of the Conference of Presidents, including its principles, functions, temporal planning, composition and organization (the office) of the Conference of Presidents; d) the legal regime and activity and operation of the Preparatory Committee; and e) the basic organization and operation of the institution, in particular, the Office of the Conference of Presidents, the Secretary General and personnel with experience in the field of intergovermental cooperation. Likewise, this artiche reflects on the the positive and negative aspects of the new regulation of the Conference of Presidents and some measures are proposed lege ferenda -mainly its complete parliamentarization in the Senate- for the best fulfillment of the objectives of the Regulations, so the principles of the institutional/constitutional loyalty, integration and solidarity
