Abstract

Diving activities in Spain do not have an up to date, solid and harmonised regulatory framework, showing an administrative structure neither sufficiently organised nor properly situated. With the aim of developing a proposal of global improvement of the sector, in this thesis, an assessment of the current situation of the diving professional activities in Spain is accomplished, allowing the detection of those criteria that the companies providing these services, consider key in significant points of safety regulations, training and organisation. For this purpose, a survey has been designed and sent to the companies related to the sector. On the basis of the replies to the survey, some results, a catalogue of occupations and a SWOT analysis of the sector have been performed. Subsequently it has been carried out a review and discussion of the more significant regulations, codes of practice and handbooks in the international scene, related to safety and health at work, and training of the professional diving. On these bases, a theoretical scheme of the organization of the diving activities in Spain is proposed, through the creation of a law, including the birth of an autonomous organization, as well as a model of safety regulations. These proposals could be deemed to tackle the organization of this sector in Spain and to the drafting of some future safety regulations in the field of the professional diving that, at the same time, are comparable to the most advanced international standards.
