Abstract

Since the entry into force of the first Seveso Directive in Europe, the concept of preventing major accidents due to hazardous substances has evolved differently depending on the particular transposition of each Member State to their own legal system. Additionally, each region with responsibility for industrial safety and civil protection has contributed further to the current normative dispersion, which does not favor the occurrence of an universal or standard regulation. One of the regulatory aspects that requires a deep upgrade in relation to the next enforcement of the new Seveso Directive III, is the one that concerns the influenced areas by industrial establishments affected by the Directive. In this work, a historical evolution of the involvement by geographical scope is performed during the 2002-2012 decade. The territorial analysis begins with the geographical distribution of the involvement in the European Union. Similarly, the analysis gradually descends geographically in order to study the Spanish state, until eventually reaching the region of Andalusia where it is further deepened to finally achieve the territorial levels of provinces and municipalities. From the analysis, several first particular conclusions related to both the concentrations of Seveso establishments and the most significant industrial sectors covered by such normative can be deduced.
