Zusammenfassung
This paper analyses the external conditions largely responsible for the current weak position of Andalusian R&D enterprises. The results highlight: first, that some structural factors are hindering the development of new R&D activities, second, how various system indicators suggest the existence of a poor environment for developing a learning economy, and third, a rigid and supply side suported R&D regional planning system. The paper finishes with some reflections on the current state of development of regional policies and some suggestions as to how to secure a better technological development
